Canadian Prime Minister Mark Carney has set June 2027 as the target to finalise negotiations for a new relationship with the EU.
The proposal was discussed at the Canada-EU summit in Montréal on 30 October 2026, alongside European Commission President Ursula von der Leyen.

The proposed partnership aims to expand cooperation in:
Trade, energy and critical minerals
Artificial intelligence and technology
Defence and security
Education, research and student exchanges
However, Canada would not become a full EU member. The term “associate membership” has no established legal status, and Germany has raised objections to using it.
The EU and Canada have instead agreed to define a closer association by their 2027 summit.
If successful, the agreement could create a new model of cooperation between Europe and Canada.
